Penn Hills was very, very dated and neglected. The resort seemed like it had been built 20-30 years ago and barely maintained since then. We returned home yesterday (Aug. 19, 2006) from a 6-day stay at Penn Estates. Our first impression of the place was an offensive odor that met us as soon as we opened the door.
