Poor Management or should we say mismanagement

We paid up front for our one week stay at this resort. When we arrived at the Tampa airport we found that our luggage had been lost. As a result we didn't end up at the resort until 3:30 AM. We knew we were going to be late so we called and received no answer. As a result we decided to call the emergency number.
